Roommates in Ont. student housing complex left with no explanation for $1.6k utility bill for a month their unit was vacant

Roommates living in Foundry Lofts, a student residence in Thorold, Ont., say they were charged $1,600 for one month of utilities in June, with their bill showing 361,000 litres of water usage. But they say no one was living there at that time.
